isn't it all about how the world owner thinks about that?
He can disable it if he doesn't want it, its all up to him (or her ofc ).
So why setting limits to PWs while there should be more settings to choose from? (e.g. control over gouverment units, starting the PW with everybody fully developed on the route of their choice, etc)
