So, if I don't have enough harvesters...then my grass seeds will be low right? But even if there's not enough harvesters, you'll still get the grass seeds on 0 acres right?

No matter what happens you will always get 10 free seeds of everything on the off chance you lose ABSOLUTELY everything. However if you have 5 full tree acres and no harvesters then the seeds won't be produced from those acres and despite the fact that you have 5 full acres you will only get 10 seeds. Does that answer your question?
