It's due to the multiplier. When you started the development it was 104 ticks long, but after you started the development someone else must've started it as well, on the same tick. The multiplier goes down every time someone starts a development, not just every tick. So in effect the development you are doing is only 103 ticks long, but because you started it before the dev multiplier dropped it's 104 ticks long. Hope that made sense.
